REPORT OF THE LEGISLATIVE COMMITTEE

TO:  OFFICERS, DIRECTORS, DELEGATE AND GUEST ASSEMBLED FOR THE 4TH ANNUAL

         MEETING OF THE SOUTH CAROLINA USBC ASSOCIATION

 

The Legislative Committee recommends the following changes to the South Carolina USBC Association By-Laws:

ARTICLE VII

 

Section B.  Board Meeting

 

Propose to add  #4 to read:

“The Association  does allow the board to vote via mail, e-mail or teleconference.”

 

*REASON:

There are times when an action does need to be taken by the board.  This would alleviate the time and expense of calling a board meeting.

ARTICLE VIII

 

Section A.  Standing Committee

 

Propose to change:

#3.   Youth Committee voting procedure from majority to plurality.

 

*REASON:

A majority vote requires more than half of the votes cast for that person.  If multiple candidates are running for a position and a majority is not reached, the individual receiving the lowest number of votes is dropped from the ballot and the voting continues until an individual receives a majority of the votes.

With a plurality vote , the person who gets more votes than anyone else is the winner (even if it isn’t more than half.)  This form of voting will expedite the voting process.

 

These changes will become effective August 1, 2010.
